August 8, 2023: Who Will Watch The AI Watchmen?

Under this proposal by David Brin, noted science fiction author (and game designer! Tribes!) the answer would be . . . all the AIs will watch each other, all the time, and they'll get rewarded for fingering others of their kind who misbehave.
